Important modification of procurement code
The official newspaper of December 20, 2008 published raising the threshold below which the buyer can freely choose its supplier. This threshold is increased to 20 000 € (until then it was 4 000 €).
In practice this means greater flexibility for hospitals that are no longer required to advertise or a competition for an estimated annual purchases of less than € 20 000 (the estimate of need is "per class homogeneous supply ").
This is part of the plan to revive the economy. It aligns the threshold on one already practiced in other European countries (Belgium).
This measure is likely to facilitate relations between SMEs and public purchasers. However, the buyer retains the ability to practice in competition below € 20 000 (under a simplified procedure, however). I bet he does not deprive them, given the climate of suspicion that exists on public procurement and the fear of being accused of favoritism.
It's still very good news for SMEs. Do not spoil our fun.

In these difficult times when irrationality pervades our daily lives, I am pleased that a few enlightened persons could still give us their analysis. This has recently been the case through two editorials published in the media seriously and by eminent economic experts. One was published this week in the magazine Enjeux Les Echos by Patrick Artus just as the "scapegoat". The other was written by Lawrence Faib, Chairman of Xerfi in his point of view in November 2008. Both papers have in common is to put in perspective and somewhat in question, the current single thought of designating as solely responsible for the current crisis investment banks. Each in its own way seeks to understand the real causes of the current dysfonctionnemenst. Patrick Artus, the true cause of the crisis is rather to be sought in "excess global liquidity." Accounting Standards (mark to market) and Prudential have amplified market movements. Analysis of the creditworthiness of borrowers is also U.S. blamed. For Laurent Faib, "the roots of the downturn in the economy are real." financial crisis "is only the developer of the fall of the business model of advanced countries, that of the massive debt and value creation spécultaive. At each end denounces enrichment to excessive credit and Western countries including the United States. "Only a coordinated global monetary policy, and regulations countercyclical," today we might avoid a return to new crises. "Providers of all countries" ... or some ideas to organize the fight
In recent months, I think I said all I could say consulting firms. The descriptive aspect of this work of writing is probably at an end, at least in view of what my experience would allow me to introduce as evidence. So is it time to prepare for the conclusion of this literary adventure by offering a few lines of work to organize the fight in all the boxes delivery service engineering.
First, keep in mind all the specifics of this business to understand that they are more often pitfalls as opportunities in the organization of trade union action.
For example, the union requires first the permanent merger of the affected employees. But the turning-over in such large companies prevents a strong and sustainable rally. In addition, the consultant working with the provider-client is therefore in an environment outside of his business he will live his major hassle. If tomorrow, SAGEM decided, for reasons cost, to put in place measures unfavorable to service providers / consultants, should it be that these bring all providers at SAGEM missions or those of their employers?
Thus, the question arises of the union as well as the modalities of that gathering modes of union representation that do not exist today. It would be the same for all other characteristics of being a contractor / consultant. For this reason, I have tried to ensure that the approaches into account. They are:
- completely revise the agreement SYNTEC and meanwhile, claim Affiliation more advantageous to a convention (eg that of the metal)
- organize better union representation of employees in SSII because it suffers the lack of involvement of the major unions who do not seek to understand the specific difficulties these trades. Union representation should take place both inside the company at customer service.
- define a charter of good practice in the consulting would become a reference that can be signed by both corporate clients only by companies engineering services
- require more transparency in salaries whether hiring or during the course of their careers (and incidentally, we stop talking to me because of grids that puts me in a bad mood ).
- clarify the modes of participation / sharing and give employees a share of the premiums collected by commercial
-request an explicit codification of travel and other costs to customers as compensation for become simply a law and not the fact of the prince .
- set up a legal cell which would be a direct link between the provider and the Industrial Tribunal Courts.
- fight against discrimination with special emphasis on racial discrimination, gender and age are those that are most in business consulting.
