The e-procurement
The Ministry of Economy published this year two fact sheets to help companies take the step towards the dematerialisation of responses to tenders.
The first fact sheet lists the legal tools and techniques of e-procurement formalized.
Legally, electronic writing is allowed in evidence as well as writing paper and has the same probative force as the written paper. Thus, written records referred to by the Procurement Code may be replaced by an electronic exchange or by producing a physical mail.
The technical elements of the electronic signature (certificate, software, encryption) are reviewed in this first form, downloadable at: www.minefe.gouv.fr / directions_services / daj / marches_publics / outils_dematerialisation_marches_publics_formalises.pdf
